I understand you have imported music into your iTunes for Windows application and you want the music to appear on your iPad mini and Apple TV as well.
Since you are in the Apple Music community, I'm going to assume that you have purchased an Apple Music Membership. Make sure you have iCloud Music Library enabled on all of your devices. The resources below will explain how to update your iCloud Music Library and refresh your devices so that you can access the music.
Music that is not able to be matched with songs in the Apple Music catalogue can still be accessed via Home Sharing between your computer and your Apple TV.

Access your music collection on all of your devices with Apple Music

After you sign in to Apple Music with your Apple ID and turn on iCloud Music Library, you automatically have access to your music across all of your devices. You don't have to manually sync your songs, albums, or playlists.

• Only songs smaller than 200 MB or shorter than 2 hours are added to iCloud Music Library.
• We create AAC 256Kbps versions of songs that are encoded in ALAC, WAV, or AIFF formats and add the AAC version to iCloud Music Library. Your original music file remains untouched on your Mac or PC.
• We won't add songs to iCloud Music Library that are encoded in AAC or MP3 formats and don't meet certain quality criteria.
• You must authorize songs that contain Digital Rights Management (DRM) for playback on your Mac or PC before we can add them to iCloud Music Library.

Check your iTunes library for songs that are ineligible for upload

1. On your Mac or PC, open iTunes and turn on the iCloud Download column to see the iCloud Music Library icons.
2. If you see a cloud icon with a line through it ​ next to any song in your iCloud Music Library, the song is ineligible for upload.
3. Move these songs to their own folder or to your desktop. If you don't need these songs, delete them.
4. After iTunes Match finishes matching your eligible songs, you can add the ineligible songs back to your iTunes library.

If some of your songs are missing or the song names appear in gray text

If songs that you bought are missing or the song names appear in gray text, they might use digital rights management (DRM). You need to authorize your computer before you can play these songs.

After you authorize, choose File > Library > Update iCloud Music Library from the menu bar at the top of your computer screen or the top of the iTunes window.

If you synced the songs that appear with gray text to your iOS device from a Mac or PC, turn on iCloud Music Library on that computer and your library should update.
